Program Director at AIDS Concern

AIDS Concern is looking for an experienced candidate to be a Program Director. The successful candidate will be a member of the AIDS Concern Management Team reporting to the Chief Executive.

The Program Director will be responsible for AIDS Concern’s youth education program, heterosexual men program, ethnic minorities program and advocacy.

AIDS Concern was the first non-government AIDS/HIV NGO in Hong Kong, established in 1990 and committed to the service of AIDS care in Hong Kong.

Our vision is for Triple Zero – ZERO new HIV infections, ZERO stigma for people living with HIV and ZERO AIDS deaths. We aim to stop the HIV epidemic and to deliver innovative programs that meet community.

The role of Program Director

(Please note we will consider appointing a Deputy Program Director for candidates with less experience in either HIV or related social welfare issues)

AIDS Concern has two Program Directors responsible for all of our service programs, reporting to the Chief Executive. The role we are recruiting to is one of those two Program Directors and will be responsible for our youth program, heterosexual men program, ethnic minority program and advocacy.

The Director will work most of the time at our Jordan Centre, some of the time at our Chai Wan office and also regularly outside of the office. Occasional evenings and weekend work will be needed.

The Director will develop and implement AIDS Concern’s program strategy for education and advocacy in line with the agency’s Triple Zero vision. Through our promotion and education programs AIDS Concern aims to increase community action on safer sex and to build public awareness in HIV prevention, eliminating misunderstanding and stigma about HIV.

The key responsibilities will include overseeing program design, project planning, budgeting, monitoring and implementation, and subsequent follow-up action by our Program Team. The successful candidate will also be responsible for daily operations of the teams to ensure effective execution of agreed projects in a timely and quality manner, leading and coaching the teams to generate new initiatives that enhance and advance our services to the community.

They will also work closely with our other Program Director to secure prompt and proper referral to our testing and counselling team for follow-up.

This post holder will need to be working with staff and volunteers at all levels in the organization. They will work with the Chief Executive and other Program Director to develop positive relationships with external stakeholders including government health services, policy makers, Legco members and journalists.

Some key priorities in the next 12 months which this post-holder will be responsible for:

  • We have recently signed an agreement with the Hong Kong Jockey Club to run a two-year sex education program for young people.
  • Our education program for heterosexual men with multiple sex partners will continue to develop with emphasis on work with partner organisations and online outreach.
  • Our work with ethnic minorities is now becoming established with focus on supporting Filipinos, Indonesians and Africans in Hong Kong. This can be strengthened and grown.
  • AIDS Concern is advocating for better sex education for young people, access to PrEP to prevent HIV and legal protection for LGBT people

Who we are looking for

We are looking for someone with a close match to the following:

  • An education and training background in social work, social sciences, counselling, or education.
  • At least 6-8 years’ experience in providing services to the community.
  • At least 5-years’ managerial experience, with people management, project planning, budgeting and implementation.
  • Passion for developing a career with NGO and serving the community with minority interest.
  • Knowledge about HIV / LGBT issues would be a definite advantage but is not essential if the candidate has good community service experience and positive attitude.
  • Strong leadership and coaching skills to build and enhance teamwork and develop team members.
  • Open minded and willingness to accept or create new initiatives.
  • Strong communication ability to build relationships with colleagues across AIDS Concern and other parties outside the organization.
  • Being able to communicate well in both Cantonese and English is a definite advantage for this post. We will consider candidates without Cantonese but they need to have strength in the other requirements to be a strong enough fit for the post.
