Tender Manager

Key responsibilities :

Tender Management

  • Manage the full tender cycle — including opportunity identification, documentation preparation, pricing, submission, follow-up, and post-award actions.

  • Ensure all tender submissions are accurate, compliant, and submitted within strict deadlines.

  • Maintain a deep understanding of HA/DH procurement policies, regulatory frameworks, and procedural updates.

  • Handle cluster enquiries, shortages, product clarifications, and ensure ongoing contract compliance.

  • Coordinate with 3PL/4PL partners for tender-related logistics, supply management, and negotiation of service costs.

  • Support tender forecasting, annual budgeting, and sales planning.

  • Develop and maintain strong working relationships with CPO, HA cluster pharmacists, DH, CHP, and government procurement teams.

  • Conduct regular visits to CPO and HA to gather insights on demand trends, pipeline opportunities, and tender forecasts.

  • Provide timely support during audits, compliance checks, and supplier queries from government institutions.

  • Analyze demand patterns, competitor pricing, and market gaps to optimize future bidding strategies.

  • Maintain a complete and updated Tender Database for all products, bids, outcomes, and reference pricing.

  • Track contract expiry, re-tender cycles, new enlistment opportunities, and relevant market intelligence.

  • Collaborate closely with the Supply Chain team to ensure uninterrupted delivery to HA/DH as per contract terms.

  • Ensure timely delivery schedules, order fulfilment accuracy, and supply optimization to meet contractual obligations.

  • Anticipate risks (e.g., stock-outs, regulatory delays) and implement preventive actions.

  • Prepare weekly reports on tender status, submissions, contract performance, and cluster-wise consumption.

  • Provide monthly competitor analysis, pricing insights, and strategic recommendations for future tender cycles.

Qualifications:

  • 5–7+ years of pharmaceutical tender management experience in public sector procurement

  • Proven end-to-end ownership of tender lifecycle (opportunity identification, pricing, documentation, submission, award, and post-contract management)

  • Strong knowledge of Hong Kong public procurement systems, including HA, DH, and CPO tender processes.

  • Experience in tender pricing strategy, competitor analysis, and bid optimization

  • Familiarity with regulatory and compliance requirements for pharmaceutical public tenders (GMP, product registration, documentation standards)

  • Strong stakeholder management experience with government procurement teams, hospital clusters, and healthcare institutions

  • Experience coordinating with supply chain, 3PL/4PL partners to ensure contract fulfillment and delivery compliance

  • Excellent documentation, analytical, and coordination skills with high attention to detail and deadline discipline

  • Strong communication and negotiation skills across internal teams and external stakeholders
