Job Description
A Contract Air Traffic Control Specialist is mainly deployed to – (a) follow up and support air traffic services related matters for the HKIA 3RS Project including airspace design, flight procedures and operational procedures development, ATC conversion training, publication of aeronautical information, flight charts and operational instructions etc.? (b) maintain close collaboration with stakeholders in performing 3RS related tasks and duties and to coordinate with different data originators or Aeronautical Information Publication (AIP) Part Owners for the timely publication of aeronautical information through AIP and AIP Supplement for 3RS operation; (c) assist in identifying necessary training services to be procured to meet the legislative and regulatory requirements as well as the ICAO recommendations with the implementation of 3RS operation, handling and overseeing procurement of aviation training services for ATC-related personnel to fulfill the 3RS operation requirements; (d) coordinate and communicate with the local and overseas training service providers, and to assist in reviewing, assessing and updating the procurement terms and conditions to ensure compliance with required procurement regulations and standards to suit the 3RS operation; and (e) perform any other duties as assigned by senior officers.
Requirements
Candidates should – (a) possess at least 20 years of Air Traffic Control (ATC) experience, such as (i) project experience in ATC procedures in particular Three-Runway System (3RS) or airspace restructure; or (ii) experience in handling ATC publication matters; or (iii) experience of ATC training instructor? (b) possess at least 5 years of experience as a practising air traffic controller in Hong Kong; (c) possess proficient knowledge of International Civil Aviation Organization (ICAO) procedures, Standards and Recommended Practices; aviation law, navigation and meteorology; and communications, navigation and surveillance systems; (d) possess solid experience in conducting ATC duties in Aerodrome Control, Approach Control, Terminal Control or Area Control operations, or relating to Hong Kong ATC system enhancement / upgrade, development and evaluation of ATC procedures and instrument flight procedures; and (e) possess extensive knowledge of the Hong Kong International Airport (HKIA) 3RS Project, or be familiar with handling of ATC training service providers is considered an advantage.
Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms for 12 months. Renewal of contract will be subject to the service need of the department and the performance and conduct of the candidate.
Remuneration
HK$82,330 per month
Fringe Benefits An end-of-contract gratuity may be granted if the contract is completed with satisfactory performance and conduct. Such gratuity, if granted, will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. 14 days’ annual leave (in a 12-month period) and full pay sickness allowance, whereas rest days, statutory holidays, maternity/paternity leave, where appropriate, will be granted in accordance with the provisions in the Employment Ordinance.
