Civil Engineering Graduates and Structural Engineering Graduates-(Non-Civil)
Job Description
Civil Engineering Graduates will receive Scheme ‘A’ training in the Civil discipline registered with the HKIE, under the management of the Works group of departments (the Civil Engineering and Development Department, the Drainage Services Department, the Highways Department and the Water Supplies Department) or the Housing Authority.
Structural Engineering Graduates will receive Scheme ‘A’ training in the Structural discipline registered with the HKIE, under the management of the Architectural Services Department.

General Notes: (i) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled applicant meets the entry requirements, he/she will be invited to attend the written test.

(vi) Applicants only need to submit one application as the selection of suitable applicants for the above posts is a combined recruitment exercise.
(vii) All applicants considered suitable to proceed further in the recruitment will be invited in November 2020 to sit in a written test in Hong Kong. Applicants not invited to attend the written test may consider their applications unsuccessful. Unsuccessful applicants will not be notified but applicants may enquire about their application status at Tel. No. 2829 4391 or 2829 5635, if necessary.
(viii) The written test will test the writing ability in both English and Chinese as well as the knowledge on civil and structural engineering.
(ix) Applicants with higher ranking in the written test will be invited to attend a subsequent interview. Applicants not invited to attend the interview may consider their applications unsuccessful. Unsuccessful applicants will not be notified but applicants may enquire about their application status at Tel. No. 2829 4391 or 2829 5635, if necessary.
(x) The interviews are scheduled to be conducted in Hong Kong from late December 2020 to January 2021. Applicants will be further tested on their knowledge on civil and structural engineering and ability to use both English and Chinese languages at the interview. Applicants studying abroad may indicate in their supplementary letters the week they prefer to have their interview.
(xi) The schedules of written tests and interviews stated respectively in (vii) and (x) above are subject to change at the discretion of the Government.
(xii) Subject to the availability of vacancies, selected or waitlisted applicants are required to indicate their choice of the discipline for their training upon notification from theWater Supplies Department (Recruiting Department).
(xiii) All Civil/Structural Engineering Graduates are normally expected to commence their training on 2 August 2021 (tentative).
(xiv) Civil Engineering Graduates on satisfactory completion of the training scheme may apply for the post of Civil Service Assistant Engineer. A separate recruitment of the post will be open to all applicants meeting the basic entry requirements for the post of Civil Service Assistant Engineer. The successful applicants will be offered with civil service terms and conditions.
Requirements
Applicants must (a) obtain an academic qualification in or after 2020 which is required for corporate membership of the Hong Kong Institution of Engineers (HKIE) in the Civil or Structural discipline as appropriate and for admission into their Training Scheme ‘A’ (Civil or Structural discipline as appropriate); and (b) be permanent resident of the Hong Kong Special Administrative Region at the time of engagement unless specified otherwise.

Note: (i) Applicants sitting their final year examinations in the summer of 2021 may also apply. If selected, their engagement will be subject to their provision of supporting documents on or before 15 November 2021 to prove their obtainment of the requisite academic qualification.
(ii) Applicants must satisfy the academic qualification for corporate membership of the HKIE in the Civil or Structural discipline as appropriate and the requirements for the admission into their Training Scheme ‘A’. In this regard, applicants who are receiving or have ever received training under the Training Scheme ‘A’ of the HKIE may not be considered. Successful applicants will be required to make a declaration to that effect.
(iii) Subject to (ii) above, applicants who have obtained a relevant academic qualification before 2020 as mentioned in (a) of the section on “Entry Requirements” above and are pursuing or have just obtained in 2020 or after another related degree on a full time basis may also be considered provided that the break between completion of the first relevant academic qualification and commencement of the related degree is not more than 18 months. If an applicant has pursued more than one related degrees, the aggregate period of breaks between the degrees should also not be more than 18 months.

Terms of Appointment: The training period for the Civil Engineering Graduates under the management of the Works group of departments or the Housing Authority, and the Structural Engineering Graduates under the management of the Architectural Services Department is 3 years. On satisfactory completion of the Scheme ‘A’ training, suitable Civil/Structural Engineering Graduates under the management of the Works group of departments/ the Architectural Services Department will be offered further engagement for a period of 12 months. Civil/Structural Engineering Graduates and the posts for the above further engagement are temporary posts. They are not civil servants and are not appointed on civil service terms and conditions. There is no guarantee for further engagement in the Government after completion of the above engagement.
Remuneration
Salary: The current honorarium on entry is $23,010 per month. The above amount of honorarium and the terms of engagement are subject to changes when the offer of engagement is made. The training honoraria of Civil/Structural Engineering Graduates are independent of the civil service pay.
