Reporting directly to the CEO, the Finance Manager leads the Foundation's finance and accounting, oversees one finance staff member and supports the Finance Committee with financial reporting and strategic analysis. This is an excellent opportunity for a hands-on finance professional who enjoys both operational excellence and strategic business partnering in a purpose-driven environment.

Responsibilities

Financial Management & Operations

  • Manage the full spectrum of accounting and finance operations, including financial reporting, budgeting, forecasting, cash flow management, and month-end/year-end closing.

  • Prepare accurate monthly, quarterly, and annual financial reports, management accounts, and budget variance analyses.

  • Monitor organisational and project finances to ensure effective resource allocation and long-term financial sustainability.

  • Track and analyse project-based finances to assess cost-effectiveness, efficiency, and return on investment (ROI) of programmes, social initiatives, and fundraising activities.

  • Oversee financial reporting and compliance for grants, donations, government funding, and sponsorships, ensuring adherence to funding requirements, the Inland Revenue Ordinance and relevant NGO/Charity governance requirements

  • Maintain strong financial controls and optimise accounting systems and processes.

Finance Committee & Board Support

  • Prepare financial reports, dashboards, and board papers for the CEO, Finance Committee, and Board.

  • Present financial performance, cash flow projections, and key financial insights to support governance and decision-making.

  • Support strategic planning through financial analysis, scenario modelling, and sustainability assessments.

Audit, Compliance & Governance

  • Lead the annual external audit process and coordinate all audit-related activities.

  • Ensure compliance with Hong Kong Financial Reporting Standards (HKFRS), Inland Revenue requirements, and NGO governance standards.

  • Review and update finance policies, procedures, and internal controls to ensure regulatory compliance and best practices.

  • Provide guidance and training to staff on financial policies and governance requirements.

Team Leadership

  • Supervise and develop one finance team member.

  • Foster a culture of accountability, continuous improvement, and service excellence.

  • Partner with department heads to support financial planning and strengthen financial

  • management across the organisation.

Requirements

  • Qualified accountant (HKICPA, ACCA, CPA Australia or equivalent)

  • 7+ years of accounting and finance experience, preferably in NGOs, charities, social enterprises, or grant-funded organisations

  • Strong understanding of HKFRS, charity governance, grant management, budgeting, audits, and financial controls.

  • Experience supporting Board Committees, Finance Committees, or senior leadership teams.

  • Strong analytical, presentation, and stakeholder management skills, with the ability to communicate complex financial information to non-financial audiences.

  • Hands-on, proactive, and comfortable operating in a lean organisation with both strategic and operational responsibilities.
