Project Officer I (Non-Chinese Speaking Programme) (EDB/EI/028/26)
Job Description
(a) To provide administrative support in monitoring projects under the Promotion of Chinese Programme (including Promotion of Putonghua and Programme for Supporting non-Chinese Speakers in Learning Chinese) of the Standing Committee on Language Education and Research (SCOLAR) such as reviewing materials submitted by project partners; monitoring project implementation through conducting observation visits; managing project financial arrangement; scrutinising progress and financial reports; (b) To assist in taking forward the implementation of projects such as processing applications from schools/students, handling funding/subsidy incurred, gathering data and feedback from participants for reference and follow-up; (c) To perform budgetary control and financial management of projects supported and /or funded by SCOLAR; (d) To liaise with project partners on operation such as promotional strategies, project content and implementation plan; (e) To provide secretarial support to SCOLAR including the provision of administration and logistical support to the Working Group meetings; (f) To supervise the work and coaching of junior staff; and (g) To perform any other duties as assigned, such as preparing returns regarding the use of Language Fund and publicity work of SCOLAR.
Requirements
(a) A Hong Kong bachelor's degree, or equivalent [See Notes (1) and (2)]. Majoring in Chinese Language or related discipline preferred; (b) Met the language proficiency requirements of 'Level 3' or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (3)]; (c) Grade Two Level B or above in the National Putonghua Proficiency Test (PSC), The State Language Commission of China; (d) At least 6 years' post-degree experience in administration, with working experience in project management and have worked in government bureaux/departments preferred [See Note (4)]; (e) Excellent communication and interpersonal skills; (f) Good computer skills and knowledge of computer software, including Chinese and English word processing; and (g) Applicants will be required to attend an interview and a written test.? Note: (1) Applicants should mark clearly on their application forms the major and minor subjects studied in their degree. Applicants possessing additional qualifications (e.g. a Master or Doctoral degree in a relevant subject) should include details in their applications. (3) For appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth. (4) Applicants should mark clearly in their application forms the nature and relevancy of post-qualification experience. (5) The Standing Committee on Language Education and Research (SCOLAR) was established in 1996 to advise Government on language education issues in general as well as on the use of the Language Fund.
Terms of Appointment: Successful candidates will be employed on non-civil service contract terms for 1 year.
Remuneration
$61,866 per month
Fringe Benefits (a) 14 days annual leave and full pay sickness allowance whereas rest days, statutory holidays(or substituted holidays), maternity leave / paternity leave, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance. (b) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 10% of the total basic salary drawn during the contract period.
