Job Description
(a) To assist in implementing the "Scheme on After-school Chinese Learning Programme for Non-Chinese Speaking (NCS) Secondary Students", such as devising the scheme mechanisms, liaising with stakeholders and Standing Committee on Language Education and Research (SCOLAR), coordinating the administrative work, and taking forward the publicity work, etc.; (b) To assist in enhancing the implementation of "Pilot Scheme on After-School Chinese Learning Programme for NCS Students", such as reviewing the scheme mechanisms, liaising with stakeholders and SCOLAR, coordinating the administrative work, and taking forward the publicity work, etc.; (c) To oversee district-based programmes to motivate NCS children to learn Chinese Language and explore the possible synergy effect between those programmes and the schemes; (d) To liaise with different divisions/sections under Education Bureau to ensure the approach of the programmes for enhancing NCS students to learn Chinese Language under SCOLAR are in line with the Bureau; and (e) To perform any other duties as assigned.
Requirements
(a) A Hong Kong bachelor's degree, or equivalent; majoring in Chinese Language or Chinese Language Education preferred [See Notes (1) and (2)]; (b) Met the language proficiency requirements of Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (3)]; (c) At least 10 years' post-degree [as specified in (a)] working experience in administration work, working experience in project management preferred [See Note (4)]; (d) Working experience in government departments or public organisations, good knowledge of Government Accounting System, Stores and Procurement Regulations and filing system preferred. (e) Grade Two Level B or above in the National Putonghua Proficiency Test (PSC), The State Language Commission of China, or equivalent preferred; (f) Excellent communication and interpersonal skills; (g) Good computer skills and knowledge of computer software, including Chinese and English input methods; and (h) Applicants will be required to attend an interview and a written test.? Applicants possessing additional qualifications (e.g. a Master or Doctoral degree in a relevant subject) should include details in their applications. (3) For appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth. (4) Applicants should mark clearly in their application forms the nature and relevancy of post-qualification experience. (5) The Standing Committee on Language Education and Research (SCOLAR) was established in 1996 to advise Government on language education issues in general as well as on the use of the Language Fund.
Terms of Appointment: Successful candidates will be employed on non-civil service contract terms for 1 year
Remuneration
$82,330 per month
Fringe Benefits (a) 14 days annual leave and full pay sickness allowance whereas rest days, statutory holidays(or substituted holidays), maternity leave / paternity leave, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance. (b) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 10% of the total basic salary drawn during the contract period.
