Job Description
An Divisional Safety Officer is responsible for (a) assisting Senior Engineers in the coordination and implementation of new safety initiatives for further enhancing occupational health and safety (OH&S) performance of the Electrical and Mechanical Services Department (EMSD); (b) supporting Divisions in the implementation of Smart Site Safety System as well as enhanced governance and safety measures for confined space works and dynamic risk assessment; (c) preparing guidelines, procedure and observation checklists for further enhancing contractor safety performance for compliance with the requirement of Construction Site Safety Manual, and for further enhancing OH&S performance of the EMSD for compliance with the requirement of ISO 45001 and the Occupational Safety and Health Ordinance; (d) co-ordinating the input of contractor man-hours and accident information for updating the accident statistics to the Development Bureau through the Public Works Programmes Construction Site Safety and Environmental Statistics system; (e) serving on the Divisional Occupational Safety and Health Committee, and assisting in promoting Occupational Safety and Health competitions; (f) supporting Senior Engineers in arranging and conducting inspections at project work sites participating in the Considerate Contractors Site Award Scheme; (g) providing OH&S and administrative support to Divisions on ISO 45001 for conducting the relevant risk assessment, job hazard analysis and safety evaluation; (h) providing OH&S management of engineering equipment, including risk management, investigation, root cause analysis of incidents, and other OH&S related matters; and (i) carrying out other ad-hoc and special duties as directed. Successful candidates may be posted to work in other departments and may be required to : (a) work irregular hours / in remote areas / in harsh conditions; (b) perform shift duty / stand-by duty / on-call duty / emergency duty; (c) wear uniform / protective clothing; (d) carry pager / mobile phone; (e) work with computer; (f) perform self-drive duty (training will be provided where necessary); and (g) perform any other duties as required.
Requirements
Candidates should (a) have a Higher Diploma or Associate Degree in Applied Science or Engineering from a local institute/university, or equivalent; (b) have attained Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (See Note 1); (c) be a Registered Safety Officer under the Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations; (d) be a Registered Safety Auditor under the Factories and Industrial Undertakings (Safety Management) Regulation; (e) have a good command of spoken Cantonese and English as well as written Chinese and English; (f) have at least 3 years’ construction site and maintenance work experience in mechanical, electrical or building services engineering field; and (g) have at least 3 years’ relevant working experience practicing as Registered Safety Officer after obtaining the qualification as in (c). Experience in risk assessment and safety management in construction projects or large-scale events would be an advantage. Good knowledge and experience in implementing ISO 45001 is preferable.? For the purpose of this recruitment, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth. 2. Terms of Appointment: Successful candidates will be appointed on non-civil service contract terms for a period of one year. Renewal of contracts will be subject to the service need of the department and the performance and conduct of the candidates.
Remuneration
HK$67,325
Fringe Benefits An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution to be made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave and sickness allowance, where appropriate, will be granted no less favourable than the provisions of the Employment Ordinance.
