Waste Reduction Officer (Waste Management Policy Division)-(Non-Civil)
Job Description
The successful candidate is mainly responsible to:-
(a) assist in policy formulation, strategic planning, programme development, as well as managing the contract and monitoring of the operation of the waste treatment and recycling facilities under the Producer Responsibility Schemes (PRSs);
(b) support the publicity and implementation of PRS programmes, including the preparation and presentation of educational and publicity materials, and maintaining and supporting of the department’s dedicated websites;
(c) maintain and enhance database, conduct data analysis and compile statistics in relation to the PRS programmes;
(d) plan, coordinate and monitor the operation and development of collection outlets, recruit housing estates/ buildings/ institutions/ commercial and industrial organizations to participate in recycling programmes;
(e) collaborate with the trades and stakeholders to undertake various waste reduction and recycling projects; and
(f) handle enquiries relating to PRS, and to perform any other waste reduction and recycling, waste management and environmental protection related duties.

(The hours and venues of work may be varied having regard to the operational needs of the department. The successful candidate may be required to (a) work irregular hours and overtime, including evenings and weekends and public holidays; and (b) work occasionally outdoors.)
Requirements
Candidates should have –
(a) a Hong Kong degree in a relevant science or engineering subject, or equivalent;
(b) minimum four years' relevant full-time post-qualifications working experience in waste reduction, recovery/recycling, waste facilities management or other related domains;
(c) met the language proficiency requirement of Level 3 (Note) or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: “Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth);
(d) good English and Chinese writing skills, fluency in spoken English and Cantonese and proficiency in Putonghua; and
(e) knowledge of and experience in gathering information, networking and presentation.

Terms of Appointment: The successful candidate will be appointed on non-civil service contract terms up to October 2021.

Remuneration
Salary: HK$44,665 per month

Fringe Benefits 14 days paid annual leave per annum will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.
