Job Responsibilities:
Manage end-to-end procurement activities, including but not limited to purchase requisitions, supplier sourcing, quotation and tendering, evaluation, contracting, and supplier management etc.
Ensure procurement operations comply with ASTRI policies, procedures, and governance requirements
Liaise with internal stakeholders to confirm and finalize the business needs, procurement plans, coordinating supplier evaluations and sourcing new suppliers
Lead, coach the team member to complete the procurement activities/projects on time, in compliance with all the relevant processes and procedures and in a transparent manner
Drive for continuous improvement through reviewing the current process and procedure to identify and initiate any opportunity for standardisation and efficiency improvement
Assist in regular update of internal procurement policies and procedures
Perform ad-hoc duties as assigned
Job Requirements:
Bachelor’s degree in Procurement, Business Administration or related disciplines
Preferably with CIPS / CPSM or equivalent professional qualification
Minimum 6 years of relevant procurement experience, particularly in corporate services, IT equipment, professional services and ICT technology
Experience in preparing tendering documents, purchase contract drafting, commodity/category management and/or strategic sourcing
Sound business acumen with knowledge on relevant legislative and regulatory requirements
Strong understanding of commercial terms and conditions, procurement governance and compliance requirements
Solid leadership, stakeholder management, and change management skills
Strong negotiation skills and be able to persuade and communicate effectively across all functions and levels
High integrity, able to work under pressure and fast-paced environment, and self-motivated
Flexible, dynamic, strong minded and detail-oriented
Good command of written & spoken English, Cantonese and Putonghua
Experience in public-sector, quasi-government, or R&D organisations considered an advantage
Proficiency in Excel e.g. Pivot table, VLOOKUP a must
Experience in ERP system a plus

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
