Manager (Property Management) - HRMO

JOB PURPOSE

The Manager is responsible for leading a mobile team in combating tenancy abuse to safeguard the rational use of public rental housing (PRH) resources in accordance with the requirements of the HKHS.  This role plays a critical part in ensuring the fair and appropriate allocation of PRH units for HKHS.

DIMENSIONS

List the significant quantities that the job directly or indirectly impacts.  Examples are annual budget, project costs, turnover, number of staff.

  • The impacts are on all suspected and hard cases of tenancy abuse, within rental estates across all HKHS rental housing estates.
  • Approx. no. of staff under supervision: 5 - 12

DECISION MAKING AUTHORITY

Describe the most critical or important decisions the job incumbent is empowered to make alone, or shared decisions with other positions.

The Manager is entrusted with decision-making authority in the following areas:

  • Determine the priority of tenancy abuse cases based on severity and available resources.
  • Decide on appropriate actions to address tenancy abuse, such as recommending eviction.

PRINCIPAL ACCOUNTABILITIES

Summarize the major functions and end results of the job in order to achieve the purpose.  Normally, 6 - 8 major accountabilities will be adequate.

  • Lead and supervise a mobile team engaged in combatting tenancy abuse across all HKHS rental housing estates.
  • Conduct impartial investigations on suspected / hard cases of tenancy abuse, such as non-occupation, subletting and misuse of PRH units.  Gather relevant evidence and make informed decisions based on facts.  Perform duties beyond regular office hours, including nighttime, weekend and public holiday, as necessary at various locations, including outdoor work throughout Hong Kong.
  • Conduct cyber patrol to detect any suspect tenancy abuse cases.
  • Maintain accurate records of tenancy abuse cases, investigations, and actions taken.  Comprehensive documentation ensures transparency, facilitates data analysis, and serves as a reference for future reference or legal proceedings.
  • Interview tenants and household members to gather information and prepare witness statement.
  • Set up promotion strategy to educate tenants proper utilization of public rental housing.
  • Prepare, manage the annual budget and costs control for the Mobile Team.

QUALIFICATION AND EXPERIENCE

Describe the minimum requirements of the job in terms of education, qualification, experience or competencies.    

Qualifications and Experience

  • Degree / Diploma holder in any disciplines or equivalent qualification
  • 8 years of experience in conducting fraud investigations of any discipline is preferred, with at least 4 years in supervisory role. 
  • Ability to query and analyses data to identify potential fraud and misconduct.
  • Investigation experience on tenancy management is a definite advantage

Competencies

  • Strong leadership and managerial skills
  • Excellent communication and interpersonal skills
  • Strong observation and assessment skills.
  • Analytical, with political sense, and problem-solving abilities
  • Sound knowledge of public rental housing policies and regulations is preferable.
  • Ability to work collaboratively with diverse stakeholders
  • Experience in Cyber patrol is a plus.
  • Having a valid Hong Kong driving licence is advantageous.
