Senior Manager (Central Technical Team) (3-year Contract) [Ref: SM(CTT - QS) (3-year Contract)]

The Job

  • Provide central support and advice in quantity surveying related aspects in project procurement, contract management & administration, HKHS policies & internal guidelines review as well as standard documentation formulation & maintenance for development projects.
  • Study and research on suitable procurement strategy and approach for adoption in development projects considering the objectives, value drivers and risk allocation including formulation of green procurement policy .
  • Develop and implement assurance process including vetting and pre-audit tender / contract documents to align with HKHS standard and best practices.
  • Oversee system operation and process to identify improvement areas and recommend rectification and mitigation measures including research in latest development on commercial assurance, standards, controls and innovative technology.
  • Prepare and maintain common data platform for management reporting, develop internal reporting and work closely across other functions.
  • Develop effective cost estimates methodology and cost yardsticks to ensure realistic budget and cost planning, as well as procure and manage consultancy and construction works contracts for HKHS projects.

The Person

  • Bachelor degree holder in Quantity Surveying or equivalent.
  • Corporate Member of professional institution of HKIS, RICS or equivalent.
  • Minimum 10 years’ experience in quantity surveying and contract management with at least 5 years’ post-qualification experience (suitable candidate with lesser experience will be considered for Manager position).
  • Experience in government or institutional projects and large scale development projects will be an advantage.
  • Capable of working independently and closely liaising with other departments.
  • Excellent oral and written communication skills in English and Chinese.
