The Hong Kong Trade Development Council (“HKTDC”), the statutory organisation promoting Hong Kong’s external trade, is looking for a dynamic and high caliber professional to join our Finance & Accounts Department.

Reporting to the Head of Finance & Accounts, the Section Head will drive procurement excellence, ensure compliance, and support the Council’s operational and strategic goals. 

Responsibilities:

• Lead and manage a small team of procurement support staff;

• Develop, implement, and continuously enhance procurement strategies, policies, and procedures aligned with organisational objectives;

• Oversee end-to-end procurement processes including tendering, contract drafting, compliance reviews, and supplier performance management;

• Conduct market research and data analysis to identify cost-saving opportunities and improve procurement efficiency;

• Ensure procurement activities comply with internal guidelines and relevant statutory requirements;

• Maintain and optimise the supplier database; monitor supplier performance and market trends;

• Collaborate with user departments to provide expert guidance on procurement best practices;

• Serve as Secretary to the Tender Board, facilitating meetings and supporting tender analysis, approvals, and follow-ups;

• Undertake ad hoc projects and assignments as required.

Requirements:

• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration or a related discipline;

• Minimum 10 years of relevant experience, including at least 5 years in a managerial role within a sizeable organisation. Experience in NGO or public sector is an advantage;

• Strong leadership, analytical, and problem-solving skills;

• Ability to manage multiple priorities and meet tight deadlines;

• Excellent interpersonal and communication skills to foster collaboration across departments and with external stakeholders;

• Proficiency in written and spoken English and Chinese;

• Advanced skills in MS Office applications.

Remuneration and Benefits

The successful candidate will be offered a two-year contract with prospects for renewal upon expiry. Salary will be commensurate with qualifications and experience, plus an appropriate contract-end gratuity. Medical benefits and annual leave will be offered.
