General Manager (Enforcement)

The Job

  • To direct and manage the Department in relation to enforcement of regulatory requirements imposed on MPF trustees, intermediaries and others in connection with MPF scheme operations and regulated activities under the applicable laws administered by the MPFA;
  • To steer the enforcement work of the Investigation Section in respect of non-compliance of applicable legislation by MPF trustees, MPF intermediaries and operators of occupational retirement schemes (ORS), and propose appropriate enforcement action to be taken against such non-compliance;
  • To manage the Complaints Section in handling complaints relating to MPF trustees, the eMPF Platform and MPF products, and to engage relevant key stakeholders relating to complaint handling and resolution; 
  • To conduct reviews of the MPF and ORS enforcement regimes from time to time with practical recommendations to enhance the regulatory functions under the purview of the MPFA in light of development in financial regulation and the changing industry environment; 
  • To support legislative amendment exercises and corporate initiatives with regard to enforcement issues;
  • To support the Director of Enforcement in delivering initiatives in MPFA’s corporate plans and to assume duties in Department management;
  • To collaborate with law enforcement agencies and other financial regulators in tackling MPF-related crimes and misconduct;
  • To perform other duties as assigned by the Management.

The Person

  • A recognized degree, preferably in Law / Finance; or equivalent;
  • A qualified barrister or solicitor would be an advantage;
  • At least 15 years of relevant experience in criminal and regulatory investigations, compliance, litigation or disciplinary proceedings, of which at least four years should be at Senior Manager level or above;
  • Good professional network with local and overseas financial regulators and law enforcement agencies;
  • Solid knowledge and experience in instigating regulatory and enforcement actions including civil/criminal/disciplinary proceedings;
  • Excellent leadership, people management and staff coaching skills, a team player and able to work under pressure and independently; strong business acumen as well as a sense of mission; and
  • Excellent presentation, report writing and influencing skills; strong analytical and problem solving skills.

Remuneration Package

A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a two-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
