This role reports to Manager, Security (District Emergency Planning and Risk Management) and is a key member in supporting the DEPRM Team in the preparedness of internal and external stakeholders throughout the entire risk cycle, especially in the WKCDA Public Open Spaces and Special Venues.

You will be responsible for:

• assisting in the design, deployment, and review of daily security and event operations across WKCDA’s Public Open Spaces and Special Venues;

• conducting risk and security assessments for outdoor events, providing advice on crowd safety, access control, and emergency coordination;

• supporting logistics planning and crowd flow management, balancing great guest experiences with safety and security best practices;

• collaborating with internal and external parties — including law enforcement agencies, emergency services, and venue management — to ensure a safe and secure environment for all;

• coordinating training and exercises on emergency response, fire safety, and crowd management;

• assisting with administrative and planning tasks such as budgeting, procurement, and documentation;

• promoting an active culture of emergency preparedness across the District, ensuring everyone is ready for both planned and unplanned situations;

• contributing to initiatives that enhance District Emergency Planning and Risk Management and District Security operations as part of District Security’s continuous improvement process; and

• performing any other duties from time to time as reasonably assigned by the Authority.

You should:

• possess a university degree in any discipline;

• have a minimum of five years of experience in event operations, hospitality, venue management, security management or large-scale public space coordination; may be required to work outside normal business hours occasionally in response to event needs, emergencies or exercise/drill preparation; and may involve in light physical activity during site inspections, events or drills;

• have an understanding of crowd safety, risk assessment, or security operations — or a strong willingness to learn and develop in this area;

• have problem solving, analytical and decision-making skills;

• be proficient in computer literacy and applications; and

• be proficient in both written and spoken English and Cantonese, Putonghua is preferable.
