Major Duties:
The appointee(s) would take up duties in ONE of the following areas:
(a)  System Development
      (i)  To assist the management in overall planning, development, implementation, and enhancement in IT projects;
      (ii)  To lead team members in supporting and maintaining IT services and infrastructure as well as programming and testing with enforcement of the Council’s IT policies and guidelines;
      (iii)  To carry out feasibility studies and requirement studies in formulating and enhancing IT solutions;
      (iv)  To perform system, workflow, and operation designs; and
      (v)  To liaise with various operational units and vendors on IT projects and to ensure the enforcement of the Council’s IT policies and guidelines.
(b)  Campus IT & Collaboration in the area of Infrastructure Management
      (i)  To support team head in overseeing IT projects, budgeting and resource allocation;
      (ii)  To assist in the development and enforcement of IT guidance and procedures to ensure compliance and security on Campus IT systems and Applications;
      (iii)  To assist in fostering collaboration and communication among campus to ensure smooth information flow, resolve IT-related issues and optimize systems performance;
      (iv)  To assist in collaboration with vendors as well as partners to leverage their expertise and technologies to enhance the Shadow IT management;
      (v)  To supervise sub-team for continual support for cloud and virtualisation platform service that meet the VTC’s IT requirements;
      (vi)  To assist in managing vendor relationships and procurement processes for IT equipment and services; and
      (vii)  To support other projects and ad hoc tasks when required.
(a)  A recognised degree in IT or equivalent with at least 5 years’ relevant work experience;
(b)  Solid experience in IT project management with certifications in PMP and ITIL will be an advantage;
(c)  For Major Duties in (a) System Development, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage:
      (i)  Student services such as Mobile app, Lifelong learning, Timetabling, Class Attendance, and student records administration;
      (ii)  Student Lifecycle Management such as student admissions, student records and assessment administration;
      (iii)  Corporate services such as accounting, finance, and procurement processes;
      (iv)  Design and develop ETL processes and data models to support various data integration;
      (v)  Oracle database, Linux, JAVA, Spring, Spring Boot and RESTful API;
      (vi)  No-code development platform (e.g., Power Apps);
      (vii)  Experience in a CI / CD pipeline of a large-scale enterprise application in on-premises environment (e.g. Ansible, Docker. GitHub, Jenkins, Kubernetes & OpenShift, etc); and
      (viii)  Manage API gateway, message queuing system and developing Microservices to improve the efficiency and scalability of IT systems.
(d)  For Major Duties in (b) Campus IT & Collaboration in the area of Infrastructure Management, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage:
      (i)  Administration of Linux, Windows Server, SQL server and Anti-spam Gateway;
      (ii)  Microsoft Products (e.g. Exchange Online, Microsoft Windows / Azure Active Directory, Microsoft Purview Information Protection and Single-Sign-On System) and Mobile Device Management solution (e.g. Microsoft Intune);
      (iii)  Development of web site programming using languages such as ASP, HTML, CSS, PowerShell and NET;
      (iv)  Cloud Platform administration such as AWS, Azure, Alibaba Cloud;
      (v)  Administration of Virtualization Platform (e.g., VMware, Hyper-V, Oracle VM) and monitoring systems;
      (vi)  Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders; and
      (vii)  Able to work independently and with problem-solving skills.
(e)  Proficiency in English and Chinese; and
(f)  Good supervisory skills, interpersonal skills, self-initiative and be a good team player.
(1)  The post is at the rank of “Senior Officer”.
(2)  Applicants with less relevant experience and / or qualification may be considered for the post of Assistant Systems Manager, at the rank of “Officer”.
(3)  Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
(4)  Appointee(s) may be required to work irregular hours / outside normal office hours and / or at different work locations on a need basis.
(5)  Appointee(s) may be posted to any operational units of the VTC, for example a campus / centre, to carry out similar duties, and have different post titles which are subject to change at the Council’s discretion.
