Senior Manager (Policy and Regulation)

The Job

  • To support formulation and execution of reforms and refinements of the MPF and ORSO Systems;

  • To organize MPFA’s participation in international cooperation and liaison platforms;

  • To prepare research, position and consultation papers and to study legislative and guideline amendments in relation to reforms and refinements of the MPF and ORSO Systems;

  • To collaborate with internal and external stakeholders to effectively discharge the MPFA’s policy and regulation functions; and

  • To perform other duties as assigned by the Management.

The Person

  • A recognized degree, preferably in finance, economics, actuarial science, law, public administration, or social sciences;

  • 10 years or more experience in policy formulation, public administration, research, data analytics, investment regulation, or legal/regulatory compliance in respect of financial services*;

  • Established track record of policy or legislation development (including formulation, research and/or implementation) in public / regulatory bodies or large financial corporations, with the ability to put forward solutions in a multi-stakeholder environment;

  • Good understanding of public sector policy-making process and socio-economic issues;

  • Concrete experience in conducting liaison with international organizations and working knowledge in pension or other financial sector activities are advantages;

  • Excellent command of written and spoken English and Chinese, and capable of delivering quality policy reports and papers; and

  • High degree of integrity, political savvy, competence in driving changes, and passionate in formulating and implementing impactful policies.

(* Candidates with exceptional potential but less than 10 years of experience may also be considered, and are strongly encouraged to highlight their roles in policy formulation and public administration / research on and data analytics for prominent policies / investment regulation / compliance in their applications.)

Remuneration Package

A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a two-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
