Job Responsibilities:

Health, Safety & Environment (HSE) Policy & Procedure Development, Implementation and Improvement

• Assist the HSE Officer in implementing HSE plans, programs, arrangements, and control measures.

• Support the development of consultation and communication plans to enable effective implementation of projects and HSE initiatives.

• Maintain the contractor safety management system.

• Monitor site operations to ensure compliance with local health and safety regulations and company requirements.

HSE Processes, Programs, and Reporting

• Maintain effective HSE risk management processes, including reviewing and updating hazard registers, risk assessment registers, chemical registers, and other relevant documentation.

• Respond to HSE issues and assess hazards.

• Address and assess significant safety issues or hazards reported by managers, technicians, or relevant stakeholders.

• Conduct hazard assessments, recommend appropriate control measures, and monitor the timely closure of corrective actions.

• Review and update risk assessments regularly to ensure they reflect current operational risks.

• Attend operational meetings and provide HSE input where required.

• Conduct HSE inspections and system audits, including contractor spot audits and worksite safety visits; follow up on audit findings to ensure timely implementation of corrective actions.

• Deliver HSE training programs, toolbox talks, and safety briefings.

• Support the implementation and maintenance of HSE-related IT systems.

• Develop, implement, and maintain the contractor safety management system in accordance with corporate standards.

HSE Hazard, Incident and Injury management

• Conduct investigations into significant hazards or incidents using appropriate root cause analysis methodologies.

• Review the outcomes and completeness of minor hazard/incident reports and investigations.

• Provide guidance to stakeholders on the application of hazard and incident management processes.

• Coordinate injury and claims management processes and support the return-to-work arrangements for injured employees.

HSE Consultation and Advisory Support

• Support the implementation of the HSE consultation framework.

• Maintain strong working relationships with internal and external stakeholders.

• Provide recommendations based on field observations, inspections, and audit findings.

• Assist in resolving HSE issues and encourage consultation, communication, and HSE participation across all levels of the company.

Ad-hoc Responsibilities

• Perform ad-hoc responsibilities as assigned by the company based on business needs.

Requirements:

• Diploma / Higher Diploma in Environmental & Occupational Safety & Health or equivalent.

• Minimum of 3 years of relevant experience in construction or engineering works.

• Experience in facilities management will be an advantage.

• Strong understanding of risk assessment methodologies and hazard identification processes.

• Experience in conducting on-site safety training, performing safety inspections, and managing safety documentation.

• Good command of spoken and written English and Chinese.

• Strong interpersonal and communication skills.

Working Hours & Pattern:

• 9:00 am to 6:00 pm (including a one‑hour meal break), 5.5‑day work week, with rest days scheduled based on operational needs.
