We are seeking a dynamic, high-caliber, and experienced professional to join our Finance & Accounts Department.
Reporting to the Team Head of Finance & Accounts – Procurement, the Assistant Manager / Manager plays a key role in supporting effective procurement operations, ensuring regulatory compliance, and driving continuous improvement across the organisation.
Key Responsibilities
Support the day‑to‑day operations of the Procurement Section, working collaboratively within a lean and professional team
Assist in the implementation, review and continuous enhancement of procurement policies, procedures and workflows
Manage the full procurement cycle, including tendering exercises, quotation processes, contract documentation and compliance checks
Maintain, administer and enhance the procurement system to improve operational efficiency, data integrity and user experience
Conduct market research and analyse procurement data to identify cost‑saving opportunities and process improvements
Ensure all procurement activities comply with internal policies, governance requirements and relevant statutory and regulatory standards
Maintain accurate supplier records, monitor supplier performance and provide secretarial support to the Tender Board
Undertake ad hoc duties and special projects as assigned to support departmental and organisational objectives
Requirements
Bachelor’s degree in Procurement, Supply Chain Management, Business Administration or a related discipline
4–6 years of relevant procurement experience in a medium to large organisation; experience in the public sector, statutory body or NGO is an advantage
Sound knowledge of procurement and tendering practices, with hands‑on experience in contract administration
Strong analytical, organisational and problem‑solving skills, with the ability to manage multiple priorities and drive process improvements
A collaborative team player with effective communication and stakeholder management skills
Proactive and open‑minded towards system enhancement, digitalisation and automation initiatives
Good command of written and spoken English and Chinese, and proficiency in MS Office applications
Remuneration and Benefits:
The successful candidate will be appointed on a fixed-term contract basis, renewable subject to operational needs. Salary will be commensurate with qualifications and experience.
