Senior Procurement Officer, Finance & Accounts

We are seeking a dynamic, high-caliber, and experienced professional to join our Finance & Accounts Department.


Responsibilities:

  • Support the Procurement Section in handling end‑to‑end procurement operations and governance, including system‑enabled procurement processes

  • Provide administrative and operational support to internal buyer in reviewing tender documents including specification and composition of bidder list etc 

  • Monitor procurement activities to ensure compliance with prevailing guidelines, procedures and approval thresholds, and provide advisory support to user departments

  • Coordinate with user departments, external suppliers and system teams to address operational issues relating to eProcurement system adoption

  • Support the administration and maintenance of litigation search records, including updates, reviews, follow‑up on clarification requests, and proper record‑keeping

  • Liaise with internal stakeholders to facilitate Tender Board Meetings, including preparation of price analysis and summary of tender submission etc. 

  • Review and vet contracts/ agreements for the awarded tenders, including key terms and conditions 

  • Prepare procurement‑related training materials, analysis and reports for management review

  • Maintenance and update the Procurement Webpage 

  • Perform any ad hoc projects as assigned

  Requirements:

  • Degree holder in Supply Chain Management, Procurement, Purchasing, Business Administration or related discipline

  • At least 3 years’ relevant experience in sizable organizations; NGO/public sector experience will be an advantage

  • Proactive, self-motivated and independent

  • Multi-tasking, able to meet tight deadline as assigned

  • Good interpersonal and communication skills

  • Strong command in spoken and written English and Chinese

  • Proficient in MS Office applications

 Remuneration and Benefits:

Salary will be commensurate with qualifications and experience.
