Responsibilities:

• To report directly to the Medical Superintendent;

• To oversee and manage daily hospital facility operations, building services, and mechanical & electrical (M&E) systems to ensure an uninterrupted healthcare environment;

• To lead and manage outsourced service providers, contractors, and vendors delivering technical and soft services for property management (PM), monitoring their performances against key performance indicators (KPIs) and contract requirements;

• To prepare tenders, requests for quotations (RFQs), procurement proposals, and contract administration;

• To manage and control operational and capital expenditure budgets;

• To resolve operational emergencies and critical incidents in a timely and effective manner; drive continuous service improvements and remain available on-call for high-priority facility emergencies;

• To monitor regulatory compliance, statutory licensing, health and safety guidelines, and risk management protocols across all hospital building systems and equipment;

• To act as the primary liaison between internal clinical/administrative units, infection control teams, external stakeholders, and relevant Government departments (e.g. FSD, EMSD, DH);

• To contribute to facility planning, modification works, and life-cycle efficiency optimizations, focusing on workplace safety, infection prevention, and operational efficiency;

• To make contingency plans in case of failures of hospital facilities; and

• To perform any other duties as reasonably assigned by the Medical Superintendent.

Requirements:

• Recognized degree in Facilities Management, Building Services Engineering, Surveying, or equivalent;

• Professional membership with relevant bodies (e.g. IFMA, RICS, HKIE, PMP, HKIS, RPHM, CFM, HKIH, CIH) is highly preferred;

• Minimum ten (10) years of experience in property and/or facilities management, preferably in hospital facilities management, with at least five (5) years at a managerial level overseeing vendor management, site operations, cleaning services, and R&M maintenance;

• Proven experience in hospital or healthcare facility operations or sizable non-residential projects is strongly preferred;

• Sound practical knowledge of emergency response, risk management, budget control, and statutory compliance in healthcare or mission-critical environments;

• High level of judgment, confidentiality, problem-solving skills, and the ability to work independently under pressure; and

• Excellent written, verbal, and presentation skills in both English and Chinese.
